Anchor on a regular match and apply a premium. A league ticket for a big club runs to a few tens of euros, and a one-off final at a neutral venue commands several times that at face value. A cheapest category in the high tens to low hundreds is the right band.

The face value is not the market price, which is the point. Only a fraction of tickets go to ordinary fans through the public ballot, and resale runs into the thousands — so the official price is a rationing device rather than a market-clearing one. Any event where face value sits far below resale is allocating by lottery rather than by price.

That allocation choice is deliberate. Pricing at market rates would exclude the supporters the competition depends on for atmosphere and legitimacy, so the governing body underprices deliberately and distributes by ballot, accepting that a secondary market will capture the difference. It is a trade between fairness and revenue, made in favour of appearance.
