Estimate from capacity rather than appeal. The historic centre is a small island city reachable by a limited number of trains, buses and cruise ships, and its daily throughput is bounded by those. A few tens of thousands of arrivals a day, over a year, gives a total in the tens of millions.

The ratio in the explanation is the one that explains everything else about the city: roughly four hundred visitors for every permanent resident. At that ratio the local economy, housing stock and retail all reorient toward visitors, and the resident population falls further as a result — a feedback loop that has halved the historic centre's population within living memory.

The policy response is genuinely unprecedented: in 2024 the city began charging day-trippers an entry fee, the first city anywhere to do so. When a place becomes unliveable through its own popularity, the available remedies are pricing, quotas or nothing, and this is the first large-scale test of the first option.
