The way to get close here is to think in tiers rather than in seats. The largest football grounds in the world cluster in a narrow band, because a stadium is limited less by money than by geometry: rows further from the pitch get steeper and steeper until the back of the stand is too high to see from and too slow to evacuate. That ceiling is why the biggest grounds in Europe, Latin America and Asia all land within a few tens of thousands of each other instead of scaling with the wealth of the club.

The common mistake is anchoring on television. A full ground on screen reads as an undifferentiated mass of people, so the eye cannot tell sixty thousand from a hundred thousand, and viewers tend to compress everything toward the middle.
